simulating/testing code running in different/multiple regions

when developing code that relies on `BroadcastChannel` it would be nice to have a way to simulate multiple regions locally with `deployctl` and/or a way to send traffic to a specific region without needing to hassle with a VPN (work environments often already are using a VPN and it can be complicated to send a request to a different region)
