Be able to create a project without Github trough the dashboard

### What problem are you trying to solve?

I wanted to create a new project without using the GitHub integration. I was able to through the command line, but it was a bit confusing.

Add a button to create a new empty project where one can deploy to

Since it works already trough the command line, it implies the functionality is there and it would probably require a little dialog and a api call and your done.
