[Bug]: New project stuck in "first deployment workflow" doom loop and can never access the settings

Another team member created a project, and whenever I navigate to it, it always go through the "first time deploy" workflow. no matter what.

Navigate as a member of Frontside to the `effection-contrib` project.

### Expected behavior

No infinite return to the first time deployment workflow.
