[Feature Request] Cloud deployment API - so we can create a Pulumi Provider.

### What problem are you trying to solve?

I would like to create a pulumi provider so we can provision deno deploy resources through IAC be able to interface with Deno Deploy via an API

### Describe the solution you'd like

A public facing API so we can provision and monitor spend through the API. We would like to extend Deno dashbaords and create a better cloud dashboard than is currently offered.

### Describe alternatives you've considered

moving to a big with better dashboards and pulumi IAC as standard.
