[Bug]: Automatic certificate error when setting up domain

### Problem description

I'm trying out Deno Deploy for the first time and it seems pretty good, except I can't get the certificate for the domain.

```

I don't think it's about my domain specifically since I haven't set up anything to do with Let's Encrypt recently.

Start by reproducing the standard custom-domain setup in the Deno Deploy dashboard and inspect where the reported Let's Encrypt order error is surfaced. Trace certificate provisioning from that dashboard flow; done means the domain receives a provisioned TLS certificate without the repeated rate-limit failure.
