Introduce a third middle range plan for hobby projects

### What problem are you trying to solve?

There are two plans at the moment: free and pro.
The free plan is great for prototyping, but the kv latency can be quite big for personal live projects since one cannot choose the write region.
This is posible with the pro plan, which is great for big projects but is expensive and overkill for a personal project for one user on a single location.
There is no middle range plan for small hobby live projects with kv.

I think deploy would benefit introducing a third option for small hobby projects where the kv write region can be chosen for a small fee per month.

- I considered upgrading to the pro plan, but the monthly fee is too high for the described use case.
