Description

The GitHub organization I'm in has a repository that I have "Write" permissions for but not "Admin" permissions.
When I try to deploy this repository, I get an error like the image. (See [here](https://docs.github.com/en/organizations/managing-access-to-your-organizations-repositories/repository-roles-for-an-organization#permissions-for-each-role) for GitHub Organization permissions.)

Is it possible to relax the "need to have admin access" restriction so that it can be deployed with write (or read) permissions?

Research direction

Start by reproducing deployment from an organization repository where the user has Write but not Admin permission, using the linked GitHub organization-role documentation and the error shown in the issue. Done means deployments no longer require Admin access when the configured policy allows Write or Read access, while the existing permission checks remain clear.
