internal dB authentication error prevents source servers from being added

following docker logs on `dbdiscauth` container shows this error:
`Could not create DB Table: Error 1045: Access denied for user 'reftools'@'172.18.0.5' (using password: YES)`

This is on a fresh build using:
main `26417f2`
Ubuntu 22.04.3 LTS
docker.io v24.0.5
docker-compose v2.20.3

Start by reproducing the fresh build and inspecting the dbdiscauth container logs, then trace the Docker Compose database credentials for the reftools user. Done means the database table is created without the access-denied error and source servers can be added successfully.
