Proposal: set up load tests

This issue is for running the router in a Kubernetes cluster and running load tests against it (using a tool like [Apache Bench](https://httpd.apache.org/docs/2.4/programs/ab.html) or [boom](https://github.com/rakyll/boom)).

Responses other than the expected would be considered failures, but the tests should ideally cover failure scenarios also (i.e. expecting a timeout, etc...)

Additionally, similar load tests should be set up on an entire Deis Workflow cluster. That work may be tracked in a different issue if it's too out of scope from this one.
