Hot-reload and invoking on_reload() when nothing has changed

It is no longer possible to hot-reload a file if nothing has changed. Sometime you want to run some code in on_reload() repeatedly.

One could argue that it should be bound to a keybinding instead.

There is also an issue that the Reload menu option isn't always present. It should be there but greyed out.
