Description
### Is your feature request related to a problem? Please describe.
When the lula2 crawl command runs it leaves a non-blocking comment on the PR, however, since this is a non-blocking comment it could technically be overlooked. If it left a review then the PR author would need to resolve the review. However, for us to attain this functionality the CLI would need to run as a GitHub not because if not, GitHub will look at it as reviewing your own PR and will not allow a review to be created.
This is just for consideration.
### Describe the solution you'd like
- **Given** code changes associated to some control
- **When** the GitHub action runs for compliance with Lula
- **Then** it creates a review that would need to be resolved in order to merge the PR
### Describe alternatives you've considered
Comments - current functionality
### Additional context

Research direction
Start by tracing the lula2 crawl command and the GitHub action integration that currently leaves a non-blocking PR comment. Define how the action would run as a GitHub bot and what permissions are needed; done means compliance findings create a review that must be resolved before the PR can merge.
