Description
Previous versions of DeepSpeed contained the function deepspeed.utils.is_initialized, but the most recent one doesn't. How can I check whether DeepSpeed has already been initialized now? I'm using it to programmatically choose between torch's and DeepSpeed's activation checkpointing functions.

Research direction
No file, test, or entry point is named in the issue. Start by tracing the current DeepSpeed initialization state and the activation-checkpointing APIs referenced in the question; done would be a documented, supported way to detect initialization and choose the appropriate function.
