Automatic update of submodules in dev when something is pushed to these submodules

For example, if something was committed to `deeplinks` repository, then there should be a GitHub Action that will generate commit to `dev` repository that will update the reference to `deeplinks` in `dev` repository.

This will save time for developers to update `dev` repository and to get the latest version of it.
