deep-d3-force graph layout is not stable

### Describe the bug

Links are keep moving forever, there should be a way to stop animation if changes are insignificant.

This also should improve performance and reduce CPU/GPU energy consumption.

And user will feel better.

### Expected Behavior

Animation of links layout stops then equilibrium is reached.

### Current Behavior

Animation of links layout keeps going forever. Creating unpleasant feeling.

### Steps to reproduce

1. Login as admin in Deep.Case App
