did:ion driver down - connection refused

Getting this error on the ion example:

```

Getting the same error with a personal DID

Start with the ion example and the driver-did-ion endpoint shown in the error, then check the driver service and its connection logs. Done means the example and a personal DID resolve successfully without a connection-refused error.
