donation of items as part of a new WG

It was discussed in a TSC meeting that there should be added to the working group lifecycle document a requirement that items intended for development by the new working group be donated to DIF (perhaps this should also be the case for new work items submitted to an existing working group. but I'm not sure where that language should best go).

Locate the working group lifecycle document referenced in the issue and review the surrounding guidance on donated work items. Confirm the intended DIF donation requirement and whether it applies to new work in existing working groups; done means the agreed language is placed in the appropriate lifecycle section.
