Who is the Intended Audience for the outputs the WG is creating?

Having such a statement becomes one of our North Stars for vetting many things like the matrix of categories, selection decisions, format/outline of specs themselves, terminology we use, etc.

Start by reading issue 19, the location named for documenting the intended audience. Review how that statement should guide the category matrix, selection decisions, specification format, and terminology. The work is done when a clear audience statement is documented there and can serve as the WG's stated North Star.
