Add context of Delegation to Identity Assertion

As we consider the notion of AI Agents acting on the behalf of individuals and organizations, we need to expand that concept to address specifications to enable an individual or organization to delegate the right to affix attribution on a digital object. This is broader than just delegation to AI agents as people and organizations may want to delegate people or organizations to make assertions on content credentials and affix that delegation inside the identity assertion.
