Remove webhook and build checking on this repo (or evolve it)

The build checking currently being done does not reflect the current processes used on the repo and is as a result failing. I recommend we remove the build checking from the repo for now, relying on manual evaluation. If there is interest we can have another issue and update to define new rules and update the build.

I have marked the webhook to CirclCI as "not active", which may resolve the issue for the short term (vs. deleting it entirely). Of course, that can be reversed if the community wants.
