Base Wearables

The content team cannot update the base wearables without the intervention of the Platform team. Now that the support for Third Party Wearables is implemented, the base wearables deployment could be migrated to a special Decentraland collection that the Content Team has the permissions to update and in this way we can give them ownership and independence to work. It is important that they can have flows to manage the different environments for testing.
