Decentralized Deny Lists

Currently only the Catalyst Owners can add items to its own deny list but the curation committee or the DAO may need to be able to ban items from time to time and these should be ban from the whole network and not just from a single node, consider the cases where illegal content is uploaded as part of an entity or where a wearable is uploaded and later they detect an IP infringement, or the community votes to ban an offensive scene that has no curation process. On the other hand, the designated committee should also have enough power to ban some items or collections; they have been selected by the DAO for this purpose.

Start by locating the existing Catalyst Owner deny-list handling, then trace how authority is represented for nodes, the curation committee, and the DAO. Done would require an agreed network-wide banning design and corresponding tests, but the issue does not define either.
