Description
Currently only the Catalyst Owners can add items to its own deny list but the curation committee or the DAO may need to be able to ban items from time to time and these should be ban from the whole network and not just from a single node, consider the cases where illegal content is uploaded as part of an entity or where a wearable is uploaded and later they detect an IP infringement, or the community votes to ban an offensive scene that has no curation process. On the other hand, the designated committee should also have enough power to ban some items or collections; they have been selected by the DAO for this purpose.
