Allow user to set commit prefix

Not really.

**Describe the solution you'd like**
Looking for the capability to enable the user to prefix the commit message with a custom string. I would be using this to tag commits back to our issue tracking system.

**Describe alternatives you've considered**
Can't think of one.

**Additional context**
This seems similar to original intent of #557 but that was closed with base feature.
