Debezium GitHub Bot [DBZ-4348]

There should be a Git Bot facilitating the handling of pull requests against the different Debezium repos. For now, it should push a comment to each PR, containing links to all the Jira issue(s) mentioned in the PR's commits.

The bot should be a GitHub App built using this [Quarkus extension|https://github.com/quarkiverse/quarkus-github-app]. The Quarkus and Hibernate projects have bots based on this extension which can serve as inspiration if needed. For production, the bot should be compiled into a native binary and be deployed on the free tier of [fly.io|https://fly.io/].
