### Bootstrap debezium-connector-sqlite build (POM, Maven wrapper, CI green)
_This issue is reserved for the SQLite connector as part of GSoC 2026._
- Stand up the build for the new out-of-tree SQLite source connector so CI can pass for the first time.
- It won't have connector logic or architectural classes.
