Add stable anchors to release note page [DBZ-1109]

For repeating captions such as "Breaking Changes", the anchor ids are generated in the form "breaking_changes", "breaking_changes_2" etc. As we add new releases to the top, this causes the section identified by "breaking_changes" to alter with each release. This means that links in previous announcements always point to the latest "Breaking Changes" section instead of the at one of the corresponding release.

Start by locating the release note page and the code or template that generates caption anchors. Reproduce the shifting "Breaking Changes" links by adding a release above an existing one, then verify that each prior announcement still resolves to its corresponding section.
