Migrated from [DBZ-7989](https://issues.redhat.com/browse/DBZ-7989)
In 2.7 we added the basic functionality for single collection scoped streaming. This is a follow-up task for supporting signaling and incremental snapshots since collection streaming would have restrictions for access to a single collection and we have separate read/write to signal collection.
