Migrated from [DBZ-6836](https://issues.redhat.com/browse/DBZ-6836)
Add scale and precision parameter to VariableScaleDecimal schema as for org.apache.kafka.connect.data.Decimal.
This will help to choose the right types in JDBC connector.
