Migrated from DBZ-9589

Stabilize the test class by identifying and resolving the root causes of flakiness to ensure deterministic and reliable test execution.

This are the test that has been failing lately:

  • blockingSnapshotMustReuseExistingOffsetAsSnapshotOffset                                                                                         
  • aFailedBlockingSnapshotShouldNotCauseInitialSnapshotOnRestart
