Description
### Reproduction Steps
1. Open the card viewer in `/browse`
1. Use the next buttons to get to a card `X` that doesn't have the max urgency in the set.
1. Set `X.urgency = MAX`
1. Save and press next
Expectation: Since the user has already seen card `X`, it doesn't make sense to add `X` to the top of the queue.
