VULNs: Can we update TF?

Description
The 2 deepcell critical VULNs have to do with TF & Keras. In both cases we'd need to update to modern versions, at least 2.13 it looks like.
Previously we believed we "can't" do this. But I don't remember why & can't find records.
Let's poke at it a bit. If we could update to a newer TF version it might even let us stop building our own base container. At the least let's document what happens when we use newer TF 😤
