[CT-3128] [SPIKE] Investigate issues related to GitHub outages in #dev-core-alerts

Follow-up from on-call action items, make alerts channel less noisy by investigating how many issues are caused by GitHub status issues

1. Investigate % of issues that are related to GitHub issues
2. Propose solutions for avoiding noise in alerts channel
