Description
### Is this your first time submitting a feature request?
- [x] I have read the [expectations for open source contributors](https://docs.getdbt.com/docs/contributing/oss-expectations)
- [x] I have searched the existing issues, and I could not find an existing issue for this feature
- [x] I am requesting a straightforward extension of existing dbt functionality, rather than a Big Idea better suited to a discussion
### Describe the feature
It was determined that model notifications do not work properly when non-generic tests fail. Emails send indicating a model succeeded, but no email is sent indicating that a test on that model returned a warning or failure.
### Describe alternatives you've considered

### Who will this benefit?
Anyone using model notifications. I think the current expectation based on our [docs](https://docs.getdbt.com/docs/deploy/model-notifications) is that model notifications should work for both generic and non-generic tests.
