[Feature] Allow running the tool with a combination of project id and env type

**Describe the feature**
There is an open PR to allow running the tool on specific project ids or env ids

**Describe alternatives you've considered**
Now that we have `production` and `staging` envs in dbt Cloud, we could also let the people run the tool by providing the project id they want and the env type they want to focus on (instead of the env id)

**Who will this benefit?**
People who use the tool and leverage the new env types staging and production
