1.9.2 dbt-bigquery docker images not in ghcr.io

### Current Behavior

Hi,
I noticed that although a fix was implemented in the repo about two weeks ago (tagged as version 1.9.2), there hasn’t been a new package release corresponding to this update. The last published package version is 1.9.0, which was released around 6 months ago.
