Add an "About" section clarifying who and why is providing this website

Currently, the website is only the content. Some information either as a separate _About this_ page or in the site footer should be provided that indicates who is providing this website, why, and whether this is part of the official work group in CoC or totally detached from it. (Unofficial here only means this is not part of the EU COM's legal framework, however, it could still be part of / referenced as a 'helpful resource' provided by the Coc WG).
