Description
In planning a big quarter where the senior exec team has a number of projects that are firmly on the table and can only be done if we were to add 3 contractors to a team to take it from 4 to 7 devs for the full quarter ($$$)... some engineering managers/directors support this approach but others are against it for cultural and precedent reasons and lobby the CTO/VPEng. How do these people engage? Assuming the budget is there, who gets that sorted with CEO/COO/CFO?

Research direction
The issue names no files, tests, or code entry points to inspect. It asks for an organizational decision about contractor staffing and executive ownership, so completion would require resolving that planning question rather than making a repository change.
