Add capabilities to manage techusers for TeamForCapella

Some applications need techusers. It would be good if administrators can manage technical users of TeamForCapella instances.
It should be possible to create technical users per repository and for the HTTP endpoints.
A technical user should have a name and a description. During creation, a random token should be generated. The token should not be stored in our database.
