Improve our understanding of mssql-cli feature usage

Very little is understood about which features (i.e. special commands, auto-completion, non-interactive mode, etc.) are getting used by mssql-cli customers. We can't improve support of our most popular features if we don't know what they are.

We need to investigate which features we want to track usage for and create clear and distinct [OKRs](https://weekdone.com/resources/objectives-key-results) to measure success.

In addition to engineering work to instrument telemetry, there are PM tasks to evaluate how to measure success.

Tasks:

- [ ] Check if telemetry is disabled in lab runs
