Description
Part of the frontend internationalization effort (see Epic).
Tasks
- Add a language selector control (Settings / Advanced section)
- Persist the choice through the existing Electron settings IPC (
useElectronSettings) - Selection survives app restart
- Make the persisted locale readable by the Electron main process (for menu translation)

Research direction
Start in the Settings / Advanced section and trace the existing useElectronSettings hook and Electron settings IPC between the frontend and main process. Confirm how the main process reads settings for menu translation, then verify that a selected locale persists across an app restart and is available to menu translation.
