Description

Follow-up from #432 (thread).

src/execution_plans/sampler.rs was rewritten several times during #432 and unit tests were deferred until the design settled. Now that it has, we should add unit tests covering the sampling / byte-rate estimation logic.

@jayshrivastava offered to take this.
