Early Developer Bios

In an effort to intice more developers to work on Dask, I think it might be useful for people to see who works on it currently. This includes both people who have been around for a while, and especially people who might look more familiar to a starting developer. I suspect that seeing people who contribute casually only some of the time will help people feel more comfortable.

One way to achieve this would be to have a documentation page that includes short biographies of people who have contributed to Dask, their motivations, and background.

As discussed in the meeting today this introduces a challenge because now we have an artificial line to draw of when to invite people to write about themselves.
