Send email to package owner if the health score drops

Hello,

While searching for interesting packages, I noticed that many packages have a lower overall score. On closer inspection, I noticed that this is because the health score was very low.

Background seems to be that the packages were not updated for a long time and since the last update the behavior of the default linter has changed.

Wouldn't it make sense to inform the owner of the package if the health score of one of his packages has drastically dropped?

This would certainly lead to more packages being better maintained in the future.
