* [ ] Add a new `ProguardRulesAsset` in the API.
* [ ] Consume that asset type in `flutter_tools`.
This would address:
* https://github.com/dart-lang/native/issues/681
We didn't have a tracking bug for this yet. Just some loose references (https://github.com/dart-lang/native/issues/1098, https://github.com/dart-lang/native/issues/853)
