Parameter slider scroll misbehavior still present on Windows

Describe the bug

As my original issue #21390 has been marked as "fixed" and I don't have permission to reopen, I'm opening a new one. The slider scrolling behavior is still partly broken in 5.6.1. When changing the direction of scrolling, it doesn't register the first scroll in the new direction. So if I hold control, scroll up 3 times and down 3 times, it only registers up 2 times and down 2 times.). Switching is the problem - alternating between scrolling up and down makes no change to the slider value.

Steps to reproduce

1. open any module (or even hover over the histogram)
2. scroll e.g. up over any parameter slider
3. then scroll down
4. slider value doesn't change for the first "row" of scrolling down

Reproduce the issue on Windows 11 with darktable 5.6.1 using the listed scroll sequence over a parameter slider or histogram. Start by tracing the parameter-slider scroll handling and verify the first scroll after changing direction is processed. Done means alternating upward and downward scrolling changes the slider value consistently.
