Describe the bug

As my original issue #21390 has been marked as "fixed" and I don't have permission to reopen, I'm opening a new one. The slider scrolling behavior is still partly broken in 5.6.1. When changing the direction of scrolling, it doesn't register the first scroll in the new direction. So if I hold control, scroll up 3 times and down 3 times, it only registers up 2 times and down 2 times.). Switching is the problem - alternating between scrolling up and down makes no change to the slider value.

Steps to reproduce
  1. open any module (or even hover over the histogram)
  2. scroll e.g. up over any parameter slider
  3. then scroll down
  4. slider value doesn't change for the first "row" of scrolling down
