"Show only active modules" does not work with custom config

Is there an existing issue for this?

Describe the bug

When using all modules, clicking the "show only active modules" tab hides all disabled modules. With a custom module setup, this does not work - disabled modules are still shown, even after navigating away and coming back.

Steps to reproduce

1. Create a custom module setup.
2. Enable and use a module.
3. Disable the module.
4. Click the "show only active modules" tab. Navigate between that and other tabs.

Expected behavior

Hide the inactive modules.

Reproduce the issue with a custom module setup, then inspect the code handling the module tabs and active-module filtering. Verify the disabled module is excluded from the "show only active modules" view after switching tabs and returning; done when this behavior matches the all-modules setup.
