Description
Is your feature request related to a problem? Please describe.
I have 'prioritise the hovered image over the selected image' unchecked. When I have an image or group of images selected but am hovering over another image the modules are inconsistent, some are relevant to the selected image(s) and others are relevant to the hovered image.
Describe the solution you'd like
When 'prioritise the hovered image over the selected image' is unchecked only the hovered image thumbnail overlay should be activated this will allow all of the modules to refer to the same image(s).
Alternatives
I tried using only the consistent modules but this hugely ipedes the functionality.

Research direction
Start by reproducing the lighttable behavior with an image selection and a different hovered image while the prioritisation option is unchecked. Trace which modules use the selected image versus the hovered image; done means the modules consistently refer to the intended image or images and the existing lighttable functionality remains usable.
