[Bug] Dark reader ignores "Not invert listed" list unless the page is refreshed if it was opened by another tab (or window?)

## Bug Description

When a tab opens a link in another tab (or window?) that is in the "Not invert listed" list, Dark Reader will still invert it, but refreshing seems to fix the issue.

## Steps To Reproduce

Install a website as an app by going to that website, pressing the three dots on the top right, go to More Tools > Create Shortcut, and ticking "Open as window".
Then, try to find a link in that website that links to another website or domain. Copy its link and add it to Dark Reader's "Not invert listed". Open the link now, and notice that it is still inverted by Dark Reader.

## Expected Behavior

I expected that Dark Reader won't invert the site.

## Actual Behavior

Dark Reader ignored the "Not invert listed" list.
