Buttons (`note-actions`) in the issue comment navigation are not visible

1. Create/enter a GitLab repo with at least maintenance access. It can't be a random public repo. It can be a self-hosted product
2. Create an issue
3. Create a comment on this issue
4. You can see not visible button section with reactions
