Start with the Set-SCPItem entry point and the Import-Module Posh-SSH failure, then compare the reported PowerShell, CLR, and .NET SDK versions. Determine the module dependency involved and verify the result by successfully importing Posh-SSH and running Set-SCPItem on the reported Windows Server environment.
