Save As Xml spreadsheet format is corrupted

What steps will reproduce the problem?
1.
Create empty spreadsheet with excellibrary and save it to a file.
2.
Open the spreadsheet file with Excel and Save As XML spreadsheet to another file.
3.
Open the XML spreadsheet file with Excel.

What is the expected output? What do you see instead?
Excel cannot open the xml file.

What version of the product are you using? On what operating system?

Reproduce the problem by creating an empty spreadsheet with excellibrary, opening it in Excel, saving it as XML Spreadsheet, and reopening the result. Inspect the generated XML and compare it with a file Excel can open; done means Excel opens the saved XML spreadsheet successfully.
